What are the standards good for, when there is no compliance?

Environmental activists all over the world spend a lot of resources to lobby the government for  stringent environmental standards. Well, now (after reading this article here) I am thinking – What is the point? What are the standards good for, when there is no compliance?  The Indian environment ministry that is suppose to ensure compliance is ignoring it and egregiously breaking it on numerous industrial projects.  

The question on my mind - How can the environmental activists ensure enforcement of the existing lax environmental standards by industries with obvious political clout?
